the obama administraon. the food stamp participation rate has risen by more than million people. every single month of this year additional members, folks moving on to the roles of food stamps. it has become more expensive to run as well. in 2000 the food stamp program cost just under $1000 per person. today the number has soared to $1,700 a person, 68 percent increase, double the rate of flation. poverty rates continued arise. housing and urbaban development estimating there were 250-350000 people homeless on a typical night backat the end of 1983. this compares with an estimated 636,000 homeless at the end of last year going into the fourth year of the president's presidency. just think of all this expansion, all of the spending, the federal government over the course of almost three decades. it's what president ronald reagan promised to take on and rivers more than three decades ago. >> we are a nation that has the government cannot the other way around. and this makes as special among the nations of europe. our government has no power, expt that granted it by the people. it is time

to a tax revenue target well below the $1.6 trillion obama has demanded over the next decade. hello. open door anybody? that door on rates is clearly not entirely shut on the republican side nor on the president's side. "the post" lays out a scenario in which the house could adopt two competing bills, one extending the bush rates for everyone including the wealthy. the other extending the bush rates just for those making less than $250,000 a year. it gives republicans the opportunity to vote on both bills. both bills would then go to the senate. which would just pass the middle class tax cut bill or the house would end up passing what the senate already passed and that other bill just goes to die. so with it looking less and less likely washington will go over the cliff, that's gone. here are the real questions now. one, how big a deal will the parties make before the end of the year? two, have republicans stumbled into what could be political leverage at least in the short term? if all republicans do is extend the middle class tax cuts, punting the rest of this fight to february, when th

has announced that the house gop has sent a counteroffer on the fiscal cliff deal to president obama. let's go right to rich edson for more on this breaking story. rich? >> aides say this is an exchange of partial proposals to try to get the ball moving a little bit after some type of impasse over the last few days. this is basically an offer that the house republicans say they have just sent to the white house but there are still major difference ares here. this is from a boehner spokesperson saying the longer the white house slow-walks this process the closer our economy gets to the fiscal cliff. there is major business lobbyist out there telling us right now the discussions are focusing on process. how do to it. not necessarily substance. so there are no details on what these offers exactly state. they're not even really getting out on capitol hill right now. so we're still watching it to maintain. again you've got the exchange of partial offers at least coming out of the white house and from house republicans but they still remain fairly far apart. melissa: rich, you have been ri

increases and how much obama is willing to give on the entitlement side. aside from, you know, things like the estate tax and investment and stuff like that, they have to figure out what to do about the al tier yar minimum tax. they have to figure out what they are going to do about the debt ceiling and whether they want to extend unemployment. it's much more complicated than what we are talking about. we are focusing on the income tax rates. >> if the president and the speaker are able to reach a deal, the thing to point out, there's no true guarantee it's going to pass congress. >> oh, i think -- the big stumbling block is john boehner getting enough republicans. i think nancy pelosi has proven she can pass things. she's proven to be a good soldier. boehner has a harder time coraling the tea party. he's taken steps to show who is boss. he punished four members withdrawaling their favorite assignments. he's got the leadership lined up with him. he looked like a very weak speaker ten days ago. he's looking stronger now. i think republicans understand that the deal they get after the first
